The
Directorate of Intelligence and Prevention Services (DISIP),
established in 1969, is called from the December 12, 2009: Bolivarian
Intelligence Service (SEBIN), all this is the result of a process of

La Dirección de los Servicios de Inteligencia y Prevención (DISIP) creada en 1969, se denomina desde el 12 de Diciembre de 2009: Servicio Bolivariano de Inteligencia Nacional (SEBIN), todo ello es fruto de un proceso de reestructuración interna que ha surgido de las siguientes normas:
El Decreto Nº 6.733, de Junio de 2009 mediante el cual se dicta el Reglamento Orgánico del Ministerio del Poder Popular para Relaciones Interiores y Justicia: estableció que la DISIP sería un órgano desconcentrado, que depende del Ministro del Poder Popular para la Relaciones Interiores y Justicia y actúa bajo la coordinación del Viceministro de Prevención y Seguridad Ciudadana.
El Decreto Nº 6.865, de Agosto de 2009 por el cual se ordena la Restructuración de la Dirección Nacional de los Servicios de Inteligencia y Prevención (DISIP), creaba una Junta de Reestructuración y daba un plazo de 6 meses para efectuarla.
Todo este proceso ha culminado en el Servicio Bolivariano de Inteligencia Nacional SEBIN, que cambia la misión, visión, valores institucionales y estructura organizativa, el Decreto que culminara el cambio está a la espera de su envió a la Asamblea Nacional, en Febrero de 2012 se ha dictado Decreto por el cual se continua en el proceso de reestructuracion.
Como veremos más abajo, en el año 2006 la entonces DISIP ya inicio cambios en su organización interna, reseñar que a partir del 15 de Enero de 2010, cualquier credencial de la DISIP queda sin efecto ni validez.
The Bolivarian Intelligence Service (SEBIN) 1 is an intelligence and counter-intelligence inside and outside of Venezuela, under the Ministry of Popular Power for Interior, Justice and Peace, was formally established on June 2, 2010 as provisions of the Official Gazette number 376.851.2
El Servicio Bolivariano de Inteligencia Nacional (SEBIN)1 es un organismo de inteligencia y contra-inteligencia interior y exterior de Venezuela, depende del Ministerio del Poder Popular para Relaciones Interiores, Justicia y Paz, fue establecida formalmente el 2 de junio de 2010 según lo dispuesto en la Gaceta Oficial número 376.851.2
History
In 2009 the government of Venezuela ordered a restructuring of the National Directorate of Intelligence and Prevention Services (DISIP) through Decree 6,865 of August 11, 2009 under the command of Miguel Rodriguez Torres. This culminated in the dissolution of the body the December 4, 2009, by the President of the Bolivarian Republic of Venezuela, Hugo Chavez SEBIN giving way to the June 2, 2010.

En 2009 el gobierno de Venezuela ordenó una reestructuración de la Dirección Nacional de los Servicios de inteligencia y Prevención (Disip) a través del Decreto nº 6.865 del 11 de agosto de 2009 bajo el mando de Miguel Rodríguez Torres. Ello culmina con la disolución del organismo el 4 de diciembre de 2009, por el Presidente de la República Bolivariana de Venezuela, Hugo Chávez dando paso al SEBIN el 2 de junio de 2010.

11.Presentar management reports, evaluation, monitoring and control of the implementation of budget plans and the Ministry of Popular Power for Interior and Justice, according to existing laws.
12.Realizar procurement processes to acquire goods or services, up to two thousand five hundred tax and execution of works up to ten thousand tax units. In case of exceeding the above amounts, the approval of the Ministry of Popular Power for Interior and Justice is required.
13.Celebrar labor contracts and personnel services required for its operation.
14.Interactuar with the agencies and entities of the other branches and levels of public power, in relation to the actions arising from compliance with its objective.

Funciones
1.Asesorar al Poder Ejecutivo en la formulación de las políticas en materia de seguridad de la Nación.
2.Contribuir con el Sistema Nacional de Inteligencia y Contrainteligencia en la detección y neutralización de las amenazas externas e internas que atenten contra la seguridad de la Nación.
3.Contribuir con los órganos de seguridad ciudadana en el enfrentamiento de las modalidades del crimen organizado de mayor significación.
4.Realizar el seguimiento, evaluación e información oportuna y efectiva de las políticas públicas.
5.Contribuir con la seguridad integral de los principales dignatarios del Estado Venezolano y de los dignatarios extranjeros invitados o acreditados en Venezuela.
6.Realizar actividades como órgano auxiliar de investigación en las materias de su competencia.
7.Planificar y ejecutar actividades que contribuyan a la estabilidad y seguridad de la Nación.
8.Desarrollar proyectos y tecnologías de información y del conocimiento, que contribuyan a la obtención veraz y oportuna de información de interés para el alto Gobierno.
9.Proponer lineamientos y políticas relativas a la administración de sus recursos humanos.
10.Formular y dar seguimiento al Plan Operativo Anual y al presupuesto de gastos.
11.Presentar informes de gestión, evaluación, seguimiento y control de la ejecución de los planes y del presupuesto al Ministerio del Poder Popular para Relaciones Interiores y Justicia, según las leyes vigentes.
12.Realizar los procesos de contratación para la adquisición de bienes o prestación de servicios, hasta dos mil quinientas unidades tributarias y ejecución de obras hasta diez mil unidades tributarias. En caso de exceder las citadas cantidades, se solicitará la autorización previa del Ministerio del Poder Popular para Relaciones Interiores y Justicia.
13.Celebrar contratos de trabajo y servicios de personal que requiera para su funcionamiento.
14.Interactuar con los órganos y entes de las otras ramas y niveles del Poder Público, con relación a las acciones derivadas del cumplimiento de su objetivo.
15.Otras atribuciones que le confiera la Ley.

Office of Executive Secretariat: will aim to plan, manage, monitor and evaluate activities, information, protection and services needed to carry out the powers of the Bolivarian Intelligence Service.
Office of Legal Counsel: will aim to advise and assist the Bolivarian Intelligence Service and all its units, legal and legal in the administrative, criminal and workplace issues.

UNIDADES DE APOYO:
Oficina de Secretaría Ejecutiva: tendrá como objeto planificar, dirigir, controlar y evaluar las actividades de registro, información, protección y servicios necesarios para el cumplimiento de las competencias del Servicio Bolivariano de Inteligencia Nacional.
Oficina de Asesoría Legal: tendrá como objeto asesorar y asistir al Servicio Bolivariano de Inteligencia Nacional y a todas sus unidades, en asuntos jurídicos y legales en el ámbito administrativo, penal y laboral.
Oficina de Planificación y Presupuesto: tendrá como objeto formular, controlar, evaluar y hacer seguimiento al Plan Estratégico, Plan Operativo Anual y el Proyecto de Presupuesto, así como estadísticas que permitan el seguimiento y control de la gestión del Servicio Bolivariano de Inteligencia Nacional.
Oficina de Talento Humano: tendrá como objeto planificar, ejecutar y controlar la administración de personal, a fin de asegurar la captación, selección, desarrollo y gestión del talento humano requerido por la organización.
Oficina de Sistemas y Tecnología de Información: tendrá como objeto diseñar, evaluar, Instalar y mantener los sistemas de tecnología de Información requeridos por el Servicio Bolivariano de Inteligencia Nacional y prestar asesoría en materia de adquisición y valoración de productos, equipos y plataformas tecnológicas y de comunicaciones.
Oficina de Administración: tendrá como objeto planificar, ejecutar y controlar los procesos administrativos para la adquisición, dotación y control de bienes y servicios, de acuerdo a los preceptos y normativas legales vigentes; así mismo, la ejecución de los recursos financieros.
Oficina de Seguridad y Asuntos Internos: tendrá como objeto planificar, ejecutar, controlar y hacer seguimiento a las actividades dirigidas a la protección del talento humano, bienes e infraestructura.
Oficina de Operaciones y Servicios: tendrá como objeto planificar, ejecutar y controlar las actividades de operaciones, mantenimiento y servicios en la infraestructura y dependencias.

UNIDADES OPERATIVAS:

Dirección de Contrainteligencia: tendrá como objeto planificar, ejecutar, supervisar y controlar las estrategias para descubrir y neutralizar las amenazas internas, que atenten contra la seguridad, defensa y desarrollo integral de la Nación.
Dirección de Investigaciones Estratégicas: tendrá como objeto realizar las actividades y operaciones de investigaciones como órgano auxiliar del Ministerio Público, de acuerdo al objetivo funcional del Servicio Bolivariano de Inteligencia Nacional.
Dirección de Acciones Inmediatas: tendrá como objeto planificar, supervisar, ejecutar y controlar las acciones de intervención (rehenes, guerrilla y terrorismo) y anti-explosivos dentro del territorio nacional, a fin de velar por la seguridad, defensa y desarrollo integral de la Nación.
Dirección Centro de Estudios de Inteligencia: tendrá como objeto diseñar, planificar, ejecutar y controlar actividades y planes educativos de los funcionarios del Servicio, a fin de garantizar la formación académica de acuerdo con los objetivos funcionales en materia de inteligencia y contrainteligencia.

En 2010 ingresaron: un total de 139 aspirantes a Detective (femenino 24 y masculinos 115), con el objeto de optimizar el servicio de inteligencia y contrainteligencia, así como cubrir las plazas derivadas del programa de jubilación.
